The Zoning Board of Adjustment denied a zoning variance to add a fourth floor to a proposed new apartment building at 34th and Spring Garden streets in University City's Powelton Village section at its Aug. 26 meeting. The building is otherwise a by-right project being built by University Realty, which requested the variance after the Powelton Village Civic Association asked the developers to make changes to the original design that the developers argued were so expensive that the project needed to be larger to be economically feasible.
